Dot21 maximizes the quality of work products through an active process of financial and developmental metrics collection, reporting, and adjustment and has been used on the ADP Rehost, FMS RSCP Upgrade, and DDS/OA Tools task orders. The Project Manager is responsible for having a complete view of the current status of a project, which includes developmental, schedule, and financial progress. These three items are closely tied together and in combination represent the state of a project and reflect the quality of the effort. The schedule and financial state of a project are monitored through the use of earned value reporting. By consistently applying this method throughout the development activities the project can be managed and a clear report can be provided as to exactly where the project stands.

The third part of monitoring project development and product quality involves the use of peer inspection and project metrics to improve the quality of development from one project (or phase of a project) to the next. Peer inspections are held during the design and coding phases of a project and provide a forum in which engineering peers can critique the design approach, adherence to allocated requirements, and merit of a design. Deficiencies in design approach, implementation of allocated requirements, or failure to adhere to internal processes (e.g. coding standards) are recorded as action items. These items must be addressed by the responsible engineer and closed by the technical lead, thus ensuring that all issues are addressed with oversight.

Consistently applying these practices from one project to the next ensures repeatable processes that can monitored, adjusted, and improved upon to maximize the quality, reduce the labor effort related to rework, and therefore provides the potential for cost reduction and savings in the future.
