Area 3.19 - In-Service Engineering, Fleet Introduction, Installation and Checkout Support

The Virginia Beach Detachment of the NSWC (Naval Surface Warfare Center) PHD (Port Hueneme Division) was required to refurbish several AN/SPS-48E radar sets as part of an FMS sale to the Republic of China (Taiwan). The radar operator's console for these radars was no longer maintainable. Due to the modular object-oriented software design used previously for the Auxiliary Detection Processor (ADP) Maintenance Display, Dot21 was able to deliver the required operator's console to the warfighter in a cost effective manner.

Following its proven process, Dot21 collaborated with the Navy in identifying and ranking its business goals for this program. Dot21's system design process begins with an analysis of the problem domain. This analysis determined that the warfighter manning this console performs four essential tasks: situational awareness, engagement support, electronic attack, and false track control. System requirements were then generated to specify the sets of data applicable to each operational task. As the warfighter begins an operational task, only the information required to perform the task is displayed. Presenting only the required information minimizes information overload and increases warfighter responsiveness.

Dot21 applied our defined software development process during the design and development stages. Dot21's independent verification and validation team produced a software test plan and detailed software test procedures. Software certification was successfully performed in January 2006. 98% of all display software was written in the Java programming language. The inherent platform independence provided by Java allowed using mainstream COTS (Commercial Off-The-Shelf) computer hardware for the display. Using Java allowed a 901D certified COTS display running the Windows operating system to be used for the display, satisfying the system requirements. This display was available for under $20,000…substantially less than custom display systems.

Dot21 provides ongoing radar performance analysis work for the Virginia Beach Detachment of the NSWC (Naval Surface Warfare Center) PHD (Port Hueneme Division). Dot21 has produced several papers outlining performance deficiencies while providing detailed recommendations. These recommendations included algorithms to improve radar performance. These efforts were conducted under contract N63394-02-D-3106.

TSC provides superior technical and engineering support to the AEGIS Project at NSWC Crane under contract N00164-01-D-0039. The addition of TSC's complementary expertise allowed for NSWC Crane to be recognized as DoD's Microwave Tube (MWT) expert. TSC analyzed, produced, and upgraded specifications and control drawings for all AEGIS Weapons System (AWS) MWTs. TSC developed numerous Engineering Change Proposals (ECPs), including the ECPs that eliminated the arc performance ambiguities in the D/D CFA specification, and incorporated the SM2 Block IV capability into the MK 666 MOD 1 Automated Test Set. Contracts supporting this area include N00164-01-D-0039, N00164-96-D-0002, GS-23F-0032L and N00024-96-C-5459.

TSC also contributes the ability to manufacture and deploy hardware for upgrades to legacy radar systems to the Dot21 team. TSC successfully took the Sentinel radar transmitter control unit (TCU) from concept to integration to production. The TCU tactical hardware generates timing signals used in the radar transmitter and monitors certain RF and error signals. The new TCU supports the Sentinel Enhanced Target Range and Classification (ETRAC) modernization program that extends the system's detection range and provides improved classification functions against reduced radar cross-section targets. TSC has produced approximately 200 units over the past year. This work was performed by TSC as a subcontractor under contract DAAH01-02-C-0093.
